30 Apr Torbay’s Conservation Area Management Plan – what makes the Bay special to you?

Torbay Council has unveiled updated Conservation Area Appraisals for Torquay Harbour, Old Paignton and Brixham Town – capturing the unique charm, history and character that make these places so special, and setting the stage for their future protection. Now, the next exciting chapter begins: creating a Conservation Area Management Plan, and the community is at the heart of it. 

This plan is more than policy—it’s a dynamic, practical guide to celebrating and safeguarding the best of our local heritage. From historic buildings and picturesque streets to coastal views and distinctive details, it will define what truly matters and how these treasured areas can be preserved and enhanced for generations to come. Think of it as a shared roadmap, helping residents, businesses and decision-makers work together to keep Torbay thriving. 

To bring this vision to life, local residents are invited to take part in a series of engaging local events and/ or fill in an online survey. We’re asking, “What makes this place special?” The plan will explore what is beautiful, historic and worth protecting, while also identifying what may be at risk. From buildings in need of care to modern changes that don’t quite fit, and from traffic challenges to overlooked opportunities, everything is on the table. Just as importantly, it will highlight what’s working well, ensuring those strengths are protected and built upon. 

All of this insight will feed into a set of clear, practical actions. These could include guidance for new developments, improvements to public spaces, and opportunities for heritage-led regeneration that breathe new life into the area without losing its soul. The goal is simple: thoughtful, positive change that respects the past while embracing the future.  

Further Torquay Harbour Community Engagement events are taking place at St John’s Church on Saturday 9th May 1.30pm to 4pm and Unity Church on Tuesday 19th May, Montpellier Road, Torquay. Join expert historians Kevin Dixon and Phil Badcott as they share fascinating stories of Torquay Harbourside and its iconic buildings. These sessions offer a chance not only to learn, but to contribute your own ideas, memories and hopes for the future of this remarkable place.
